I have heard much about this "lost" book, is there any known segments or fragments from this book that have been found other than the references to it ?

Sources where you can find quotations or descriptions of the book:

https://books.google.com.ar/books?id=nhhdJ-fkywYC&pg=PA145&lpg=PA145&dq=Hippolytus+(Ref.+9.13-17+and+10.29)&redir_esc=y&hl=en#v=onepage&q&f=true

And other sources or biography about it, you can easily find it in wikipedia, not so much the article itself, but looking at the "Bibliography" section:
https://en.wikipedia.org/wiki/Book_of_Elchasai#Bibliography

You have there the references that exist to this book...
It doesn't look like someone has attempted a "reconstruction" (as it happened with other texts which are also missing, but recovered partially due to quotations in other books -i.e, The Chaldean Oracles).

I assume this helps.

I have an obsession with collecting rare texts, especially those regarding gnosticism/hermetics/alchemy....this one seems to be of Gnostic origin, perhaps there is a reason it does not exist anymore ?

Who DOESNT have that obsession (am i right?;))

Do you have the Nag Hammadi library? Do you have Pistis Sophia? These have always maintained their place in the top 5 best old rare books i possess.

J.J. Hurtaks Book of Knowledge the Keys of Enoch is also getting rare (and expensive) and is also a must have for any complete rare book collection.
